I don't see how you could get that from the wording in a pr from the company, stating they had meetings and exchanges about potential assistance for financing, when all that could have ended up with a "don't bother us" response. Being "very aware" of the project's potential is also meaningless. And I put very aware in parenthesis for possibly the same reason potential was.
I'm pretty certain that having secured financing that would allow construction to begin would be an event that would be result in a pr.
