I don't think anyone's saying the demonstration was a hoax, the claims arising out of it on the other hand ...

As for the DOE, last summer, SWET PR'd

Arizona Green Power, LLC has had multiple meetings and information exchanges with the U.S. Department of Energy about potential assistance financing the project and that the DOE is very aware of the project and the project’s “potential” (why is "potential" in quotes?).

So yeah, sounds to me like that federal debt financing is all sewn up. It's a wonder they haven't started construction yet.
