Obviously not from the Pacific Northwest and you don't know how things are done here there's no construction in the winter time in the central Washington area. Because most of the people to do the construction has to come from major cities. And it's mostly Union work especially when it comes to steal. So I advise you to read up and ask a lot more questions in the Pacific Northwest on how construction is done.

Snow does halt a lot. The snow was so bad (I climb mountains in the area) that roads were closed on and out of the area, highways were closed, and several feet were dumped ad well as below freezing temperatures. That can slow progress a bit.
