that's a poor excuse for delaying progress.
I've seen it all, massive amounts of snow, water, wind.
Nothing stops a dig when there is money to be made.

If water has made soil conditions questionable for machinery, you bring in the aggregates for traction and level off a nice working ground.
Once the digging starts you pour mud slabs and begin dewatering.
If you dig strategically you can create your own sump pits.

The costs of materials to mobilize end up being much less than delaying progress months on end. Hate to say it but any delay of construction at this point other than money are laughable to those experienced in construction.
