I don't think it's that bad. Jobless recovery is a strange way to put it. Can't speak for the rest of the country but in NH there is a significant shortage of employable workers, so much so that the NH DPW and the construction industry can't find employees, not to mention the hi-tech sector that is forever trying to higher skilled workers that don't exist.
