Yes but he for some reason doesn't want to SEE what the P's gave up to allow commons to play, but he wants it both ways , they got to play where THEY SHOULD NOT HAVE and AND HE then wants it to only go to face and commons the rest. Sort of DOUBLE DIPPIN aint it
Sorry but That would in fact REWARD COMMONS TWICE and as always and IMHO it BOBVIOUSLY makes NO SENSE what so ever.
It was done in CASE their was not enough so every one got a piece of the pie.
