Well, since I lack experience in this matter, I haven't a clue. I do know that cellphones are a hot commodity in the prison network.

According to this, they cannot use a jammer for cell signals legally.

I just heard last week that several states are suing for the right to do so. Although, as usual, it looks like Federal slammers are exempted from that law. It looks like a capture system would be better, but it still is going through some testing.
