from the 10K, they repurchased 178,184 from 11/14-12/31, which represents 27.4% of volume in that period. So even less.

Lower volume means less they can buy. It also makes it harder to buy and be compliant. As time goes by, the buyback matters less and less. The paltry volume makes this a non-institutional story.
