No they won’t. It begins with government, then license. Everything will be nicely divvied out to keep supply at or less than demand. Take California for example, once legalized prices increased due to taxation. Take a look at what is going on in Michigan once legalized. The US citizen will be lucky to grow their own once it’s all said and done.
