A Form 211 has to be filed with FINRA to apply for quotation on OTCQB, and there is no telling how long FINRA's review could take (see this link about the timeline for this process). In my mind, Saleen has kept their word about trying to get the shares re-listed in the first quarter (as long as a Form 211 has been filed), and the ball is really out of their court right now.
