What happens if these companies have been talking for awhile, and they just need to meet fo finalize deals?

Do you know Wegmans and Whole Foods have been in serious talks with NS for more than 12 months now and things heated up after the Patent was granted in December 2018? This is public info and it was in the news. Who knows how many such partnerships have been at the final stages of signatures now?
