Do you have evidence that the utility is paying any part of this electric upgrade? It is generally the customer who directly pays all costs of extending the utility to their property along with and upgrades/improvements needed. So I believe this will be a direct cost to LQMT that will show up in their financials. Utility is not going to take that risk.
