Nidan.....some if not most Fed Organizations/Agencies need to operate like the military, where response to aggression/threats cannot abide delay and contemplation. I'm sure that you like me remember being on alert for all kinds of contingencies .....like getting into the air within 15 minutes from time the klaxon sounded while on SAC ALERT.

I think when Missling first projected the 2017 trials he was expecting better performance from the FDA and more progress on the ACTC. Either factor could have killed U.S. Trials.
