I'd assume TMPS/Insiders/Navy would know if they were serious contenders at this stage...If they were the volume wouldn't be this(aka nobody interested)so close to a decision, and I doubt Terry would have resigned. In my speculation Terry resigned when they were informed they aren't getting a piece of this contract. Obviously we hope for good news when the finalized decision comes out but my hopes are pretty low at this point.
