If E&E is handling press releases they're doing a great job, but updating to investors was the job description I believe: investor relations.

SHMP is registered with the SEC. Anything that is classed as a material event has to be submitted to the SEC via an 8K. If SHMP has anything material to say that effects the PPS it must be released for all at the same time via an 8K.
The dissemination of news/material event by the company and or its PR rep can then follow up that 8K via by any and all means at their disposal.
