The post didn't say they couldn't R/S previously (although it may have inferred as much).
It's been posted on iHub often that stocks can't R/S if they aren't current. Of course that doesn't make it true, it could be incorrect even though widely disseminated.
I was unable to find such a rule on OTCM and other sites.
I have no idea if your example stock managed to do it while non-current since there are no disclosures or PR's about it on their profile.
Maybe someone will post the pertinent rule to clarify the matter once and for all.
