Actually the drag and drop set-up to for quickly creating an interactive video is something I believe a good programmer could set up in a day or two.
It's just javascript working in conjunction with HTML. Drag and drop has been around for a long time and is simple.
Getting that to tie into Twitter and others APIs is something that would be more involved, but clearly they did it with a small team in a few months, so it isn't rocket science.
