The direction of pps has more to do w/ PNTV's failure to generate revenues, i.e., from GL Salinas; which basically failed out of the gates back in May 2018. Has nothing to do w/ stop sign

Where are the revenues from GL NV?

and, significant revenues from GL Jujuy is a year or two out; and likely will never come to fruition.

I agree with Gmason, Brett stated that there were hundreds and or thousands of individuals and institutional investors waiting to get in when the stop sign was lifted. Its "off the cuff wish it were true I made it up" statements like this that dig PNTV leaders deeper into the BS hole they are in.
