They keep telling people that and costs keep going up. The ACA made it more expensive not less. Some People have never paid more and even more people pay nothing. Doesn’t work.

Incentive....to stay healthy, earn money, intelligent
purchasing choices....is the only realistic motivator.

There is inherently more "administration" in a government
program than a public company accountable to its owners.
