Here it appears that she is indicating that the SAP needs to be "developed".

It would be not far fetched to assume a bio tech startup would have designed its plans for SAP years before unblinding (and have it approved), and adjust it if necessary given the situation on the ground. That they have to start thinking about designing the SAP now to me fits the picture of two inexperienced lawyers running a bio tech business.....

What the hell have they been doing there all day all these years if not focusing on the end game other than forking in money ?
