Exactly I said this before in response to the whining about the report being late. IMO This report would be like gold to any financing entity that wanted to accumulate before their participation was announced. Might be construed as being an illegal tactic? But if interested people are looking at the facility and process with an idea of JV'ing with SHMP they could construe their own opinion using their money crunchers and tech people.
