One of the most basic reasons behind that, other than management's sheer incompetence, is that you can't buy (or sell) stock without seriously moving the shares. The low low-float makes it absolutely impossible to attract any serious money. LCTC is like Hotel California: "You can check out any time you want but you never can leave"
