But they did state they could have changed the terms in 30 days but couldnt anticipate treasury/fhfa changing the rules 5 years later implementing the 3rd amendmant...

Yank, but what do you make of Paulson saying that the Gov would make 5x? Is he implying that the warrants would/should be exercised in his view?
