Notice how she slipped in the phrase "ensuring a smooth transition to a new finance system". Waters proposed a bill in 2014 (if I remember the year right) that would have put FnF into receivership. This makes me believe that her vision of legislative reform doesn't involve FnF surviving in their current form.
