Notice how she slipped in the phrase "ensuring a smooth transition to a new finance system". Waters proposed a bill in 2014 (if I remember the year right) that would have put FnF into receivership. This makes me believe that her vision of legislative reform doesn't involve FnF surviving in their current form.

She's not our friend. Her list of bullet points doesn't say anything about recap and release.
