Any specific reason for your opinion or just a general disbelief of anything DCouto says ?
If so, why would DCouto gave sent any emails to any shareholders? Since not everyone was emailed I am thinking they contacted only those who had sent them email.
The forward exchange is a FINRA transaction and has nothing to do with the SEC. FINRA is not a government entity and should not be negatively impacted by the gov shutdown as the SEC has been.
