With the new SEC rules (put in place 8 months ago) it's a worthless ticker IMO. Cant' dump more shares or 'run' this stock on thin air under the new rules?

Same thing happened with NHPI, I don't see why the same thing can't be going on here. The regular updates of the transfer agent suggest they are trying to get their filings current.
