They can have a business license there but they can have articles of organization in ANY state they choose. You dont know whether they have a business license or not, each jurisdiction has their own business license requirements. They dont need to file articles with State of Ca, they can file out of state tax filings, but they declare a loss so there would be no taxes anyway.

They can have ARTICLES IN ANY STATE THEY CHOOSE BUD, not here defending SHMN, I own no position but there is a little mis-information here
