"We" are? Since when? It's always been a license to grow that's been discussed. And since when does there need to be a license to extract? If that's the case, why did Miller purchase an extractor machine before he had one? Or did he buy one? Why has it taken over a year for the people sent up to learn how to operate it? Or did he send anyone?
