Apparently you have never visited the Official FINRA Reg SHO Site.

When one goes to this page the FINRA logo is in the top left corner. Geeezzz!!

If at least one ADF participant is present and reporting to the ADF on a given day, and there is no short sale information present in the execution file, then the ADF file listed for the day shall be empty.
If at least one ADF participant is present and none are reporting to the ADF on a given day, then the file shall be empty.
