The PTAB realized that opening the door to full discovery would take too long and the standard is that the record is closed on appeal only to be opened under critical circumstances, they opted for a quick resolution based on the existing record. Since Bungie was pushing back on an intrusive discovery and Worlds was content with the record and the burden shifted to Bungie to prove they are not an RPI with no supporting evidence for their position then Worlds in in a winning position and Bungie is in a box.
