I wouldn't confuse this as a scheme to help share holders who have endured 11 plus years of false starts.
This scheme was set up to maintain control and fill some pockets.
I am certain non of the inside players lost much stock by being under to 2 million cutoff.
It would be interesting to investigate how many of them have exactly a multiple of 2 million shares.
