That is correct, anytime there is a frost line footings just have to be below. I'm even further up North our Frost Lines and footing depth runs a MINIMUM of 4' as the frost penetration is deeper.

The worst conditions that would be a concern is a continuous freeze thaw scenario for excavations when the ground continuously sees negative to positive temperatures from day to day. However, I've been through it and it just takes more time to plan but completely manageable. (due to continuous de-watering necessary to prevent fill from becoming unusable)

Another delay would be winds in regards to mobile crane operations for the steel and precast. Up here we call it quits at 35km/hr (22 miles/hr) for safety reasons but usually never see more than 2 days in a row like this.

End point being I don't see any reason for major delays in the construction phase and if there are I can call out a bluff when I hear one.

As far as I am concerned the Funding is the key here, not my forte I do not have experience in finances and Funding or obtaining an investor. They have said next week, we will see next week. Hopefully they are eager enough to get serious this tie around. If not it is what it is....
