Sir, with all due respect, I don’t see it that way. It certainly is not in the language of the report posted. Nothing states that they have signed a binding contract of any sort. This is just more or less a Letter of Intent. I’m very hopeful that a contract will soon follow and made public

Thanks for posting that information to make it clear that this is a "BINDING AGREEMENT " There's no getting around that it is crystal clear in the PR
