I bought USMJ the week after their announcement and didn't get shares of the spinoff. With MSPC owning 40% of IQST etelix this is different in that aspect.

I can agree it would be a before date because they would need a reason for the div date, being the date that IQST spun off. However, would not surprise me if it was a after announcement date. All public companies that pay dividends announce their div date ahead of time.
