There are a number of ISO and ANSI requirements that would have to be met. Not just to document and monitor production and QC processes but also to assure that capabilites and capcities can be maintained.

Some certs are designed to assure continuity and reliable product flow from seperate vendors and avoid delivery delays or variances.

From what I can see, I am most certain that this plant is being calibrated for small runs, R&D and prototypes.
To produce 10K parts per day (over 600 per hour) would require more automation or a great deal of labor. (And I hope it is not labor)
