Not sure they want to expand based on Halo business alone unless they have some solid guarantees. Not sure they want Halo becoming a higher % of their business. On the other hand, maybe there are ways to build in safeguards.
I see it as a continuation of the contract already in place. They (Roche via Halo) ordered a stockpile and they have worked through it (or almost). Now they are going to pick production back up and the reactors are in place for it.
