I see it as a continuation of the contract already in place. They (Roche via Halo) ordered a stockpile and they have worked through it (or almost). Now they are going to pick production back up and the reactors are in place for it.

We know the facts so your FUD (Fear Uncertainty and Doubt) is useless here.
