This is just how it is reported, he didn't have 25 million shares then, and he doesn't have 1.6 million shares now. That is the aggregate number of shares held, it is not meant to be multiplied by 3.
Shares are owned in the capital master fund, of which the LLC is the manager, of which Boyd is the managing member. If all three owned 500k+ shares then Boyd would have voting power over 1.6 million shares. Filing doesn't say that.
And 13G is for passive investment. 13D is an indication of desiring influence over MGMT.
