Well then the college kids in Quebec will just jump in a car and buy their Cannabis in another providence where the age is 18.

This is how it works: If you want everyone to brush their teeth everyday, you make toothpaste illegal.

Once you tell someone they can't have something - they immediately want it more.

So the college kids are going to be making some road trips up north. The skiing is really good in Vancouver so that would be an awesome Spring Break.
