ACI smelled of pump from day 1. If you look at the tweets about the phones, their "testing," the pictures of boxes, and the timing of the whole thing, you'd have to conclude a PPS increase was expected. When it didn't happen, the exit strategy was implemented, much as was done for Wewi. That revelation appeared a day or two ahead of another ugly financial report, got, what, a day or two of a modest increase until the financial report showed the lack of progress on making phones and more shares sold into the float.
The ACI thing went on for too long for it to not be someone who wanted/expected some positive price action for the stock, be that someone directly affiliated with the stock or not.
