That's for continued Nasdaq listing. Requirement is $4 per share although there may be a lower Nasdaq tier at $2 that could work in this case

"Continued listing" "On the bid". Means your already on NASDAQ. It's 4$ to get on NASDAQ. To stay listed the bid must be 1$. That's how I read it.
