You only provided half of the screen shot and failed to show the float that otc markets is showing in your effort to be misleading.

Also, just because shares may be labeled as unrestricted, it does not mean those shares are in the float. It’s ok if you don’t know. I am sure you are still learning. You are also about ready to learn how to chase.

Sir, with all do respect you are wrong:

“What Does Float Mean (in Stocks)? - TheStreet Definition
Dictionary of Financial Terms
RSS Feed for Float Definition
The float is the number of shares actually available for trading. Float is calculated by subtracting closely held shares -- owned by insiders, employees, the company's Employee Stock Ownership Plan or other major long-term shareholders -- from the total shares outstanding. At the right price, of course, the closely held shares may start to float. Funny how that works.”

Totally agreed, it can be sold anytime, so it’s part of the the float,

That’s why July should look at the market CAP

So you say Dr Dalton has broken SEC rules by stating publicly on social media to various shareholders that we have a low float? Believe what you want lads, I'll take the words a man with presidential and Congressional awards and merger and acquisition experience over ANYBODY on an anonymous board any day of the week.
Down the hatch mates ;-)
