Not really, in fact they do that all the time. It is done by indirect influence and by international law. I personally have participated in many such cases where ( example) one of the largest medical/bio-pharma companies in the world quickly saw the wisdom of doing what they were told when all of their revenue was threatened by a consent decree. Very effective. Sad to say there are too many examples where the FDA is doing retrospectives.(longer story) An old movie line comes to mind..."Either your signature will be one the paper or your brains will be on the paper."
The big issue s that there are too many places for clever people to hide and too many clever people who will let them.
