No state amends state law to make OSHA "applicable". OSHA is applicable based upon the number of employees, Kalifornia has nothing to do with it. (And I have no objection to OSHA employee safety standards, I have to take online OSHA modules every year.)
My rant was a general one about the current state of the left coast.
