In this case, it is impossible for MMEX to be at the "top" of any valid list of refining capital projects - MMEX has failed four consecutive times to close on project financing, has no chance of obtaining financing, and erecting a flagpole in the desert hardly counts toward any legitimate project, let alone a refinery.
