It's not advancing the cause for MMEX, when MMEX proponents surface junk PR, from sources with no credibility.

In this case, it is impossible for MMEX to be at the "top" of any valid list of refining capital projects - MMEX has failed four consecutive times to close on project financing, has no chance of obtaining financing, and erecting a flagpole in the desert hardly counts toward any legitimate project, let alone a refinery.
