They may not have much cash on hand but if they get a dispensary licence or licences they will have lenders lining up to finance them. Hopefully the loans don't turn toxic but SP should jump through the roof on the initial news of licences being granted.
With dispensaries this could become a legitimate cash cow. If they don't get any they are gonna have a tuff time competing with other companies that have cultivation and dispensary. I have faith PNTV will get at least 1 maybe 2. IMO
