I think he is trying to connect dots and say that the DOD and the critical minerals will somehow be connected with NIOCORP. If and any funding or financing that may come from this as well.

What I am wondering is if they wanted a significant portion of all three minerals from NioCorp project, but don’t know how much, how could any finance talks be completed with that known, unknown.

I can’t and would not assume the USA GOV would take control of the project, but isn’t real control given to the biggest player, and all the other players wait for the next piece of the pie?

But to your specific point.
Can’t the USA government seize whatever they want, when they want, if it’s a national security issue?
For instance and as an off-topic scenario, if Mountain Pass was purchased by China, couldn’t the United States of America Stop that deal? Or seize the property after the fact back from China? I would guess, yes.
