Seems to me it would be nice to see that what was in the container was indeed what you ordered, (LOC. ILOC proof of delivery is for the container only as shown on the manifest.
I've been there done that and many LOC's - ILOC's are worthless as they do not allow for inspection of the goods before payment is made. I have seen payments made once the container hits the dock even though it expressly states payment after purchaser has examined goods.
Sueing gets one nowhere.
Doing good business with China or any other country depends on the character of the company and people you are working with.

All my LCs' are very binding and I import both full and pups from China as well.
Go try get your money back on a bad shipment after your documents are presented on site for payment.I get 60 days terms after I opened my first container and almost tossed my lunch figuring what they sent me.
